Update on proposed defunding for 16-19 qualifications

On 11 May 2022, the DfE published the provisional list of qualifications that will no longer be funded from academic year 2024/25 for 16-19 learners in England, because they overlap with T Level Waves 1 and 2. 41 were Pearson qualifications.

Of the qualifications on the list, we did not appeal 25 qualifications because they were either being withdrawn as part of our usual cycle of updating and renewing our qualifications, they were not affected by the review process, or they did not meet the criteria for appeal.

Of the 16 qualifications we did appeal, we are pleased today to let you know that 12 out of those 16 appeals were successful. This means that these qualifications will continue to be funded. This decision shows the DfE has recognised that BTEC qualifications continue to be valued by learners, schools, colleges, universities, and employers and are not replaced by T Levels.

We are still awaiting the appeal outcome for the Pearson BTEC Level 3 National Diploma in Health and Social Care (601/7194/7) which is expected later this year and we will let you know as soon as we receive the appeal outcome. GCSE and A level qualifications for summer 2022

T Levels

Pearson are responsible for delivering the two components (Core Component and Occupational Specialist Component) of the Technical Qualification for the T Level in Design, Surveying and Planning for Construction, and the T Level in Digital Production, Design and Development. The Technical Qualification is one element of the T Level.

As part of our responsibility for these components Pearson also deliver assessment and results for the following components:

Core Component (which consists of the Core Examination and Employer Set Project)
Occupational Specialism.

Pearson will send component results to Providers on the 17 August 2022 via the EOL mailbox. This will consist of a Statement of Results (1 PDF per student) and a broadsheet of results for all students at the centre across all Technical Qualification components. The release of these component results to students are embargoed until 18 August 2022. Component results are not the same as overall T Level Results information, which will be provided by the Department for Education (DfE) through the Manage T Level Results Service.

Pearson also will transfer all component results to the DfE, who are responsible for the following elements:

Aggregating and issuing the overall T Level grade (this includes results from the two Technical Qualification components and the completion of the Industry Placement)
Issuing T Level Certificates and Statements of Achievement
Transfer of T Level grades to UCAS
The Industry Placement

Appeals process

For BTEC results for May/June 2022 external assessments, the appeals process that is detailed in the JCQ  Guide to Awarding Bodies’ Appeals Processes, June 2022, will apply.  

To supplement the JCQ Guide to Awarding Bodies’ Appeals Processes, June 2022, our BTEC Appeals Guidance Summer 2022 provides a summary of the appeals process for the May/June 2022 external assessments and also provides information on where the BTEC appeals process will differ from the arrangements detailed in the JCQ document.

We are very aware that your learners may need extra support in the run-up to and on Results Day. We would be very grateful if you could ensure that your learners are aware of where to find information and how to contact us should they need to.
